The Nurturing Care Framework (NCF) for Early Childhood Development is a roadmap to improve early childhood development globally. It was launched by the World Health Organization, UNICEF, and World Bank in collaboration with the Partnership for Maternal, Newborn & Child Health and the Early Childhood Development Action Network (ECDAN). It emphasizes the importance of starting early, identifies threats to child development, and outlines the five interconnected and indivisible components of nurturing care: good health, adequate nutrition, safety and security, responsive caregiving and opportunities for early learning.
